Now, native communities across North America are stepping up to adopt climate action plans to protect their way of life.<\/p>\n<\/div>\n<p class=\"article__authors-date\"><span class=\"article__authors\">BY\u00a0<a class=\"article__author-link\" href=\"https:\/\/e360.yale.edu\/authors\/nicola-jones\">NICOLA\u00a0JONES<\/a><\/span>\u00a0<span class=\"article__authors-date-bullet\">\u2022<\/span>\u00a0<span class=\"article__date\">FEBRUARY\u00a011,\u00a02020<\/span><\/p>\n<div class=\"article-share\">\n<p>On a hot summer\u2019s day, marine ecologist Courtney Greiner walks the shore of a rocky Washington beach at low tide with a handful of staff and interns. They stake out the ground and hunch down, digging up the top two inches of mud, silt, and gravel looking for baby clams.<\/p>\n<\/div>\n<\/div>\n<\/header>\n<section class=\"article__body\">\n<div class=\"article__block article__block--textBlock article__block--drop-cap article__block--drop-cap-o\">\n<p>For thousands of years, the indigenous peoples of the West Coast would build rock walls at the low tide line, allowing sand to pile up behind them, making the slope of the beach gentler, and expanding the area of the intertidal zone that clams like to call home. These simple\u00a0<a href=\"https:\/\/vimeo.com\/199910033\">clam gardens<\/a>\u00a0are effective at boosting shellfish numbers, and have long been used to improve food security for traditional peoples.<\/p>\n<p>Now the Swinomish are reviving the old idea to build the\u00a0<a href=\"https:\/\/wsg.washington.edu\/research\/clam-gardens\/\">first modern<\/a>\u00a0clam garden in the United States. Greiner, who works for the Swinomish tribe, is collecting the data that will help the tribe determine the garden\u2019s best location. The project aims to boost clam numbers, providing both a sense of purpose for the community and additional food as other resources, like salmon, decline.<\/p>\n<p>This is just part of the Swinomish\u2019s plan to ensure the ongoing prosperity of their people in the face of a changing climate. \u201cThey were the first native community \u2014 and really one of the first communities, period \u2014 to make climate adaptation a priority,\u201d says Meade Krosby, a conservation biologist with the University of Washington\u2019s\u00a0<a href=\"https:\/\/cig.uw.edu\/\">Climate Impacts Group.<\/a>\u00a0The tribe\u2019s climate proclamation came out in 2007, and their action plan, published in 2010, was one of the first such documents in the United States. \u201cThey\u2019re early adopters and really innovative,\u201d she says.<\/p>\n<p>The Swinomish have already launched projects aimed at helping the community adapt to a shifting climate in the Pacific Northwest. To protect salmon runs, the tribe is working on the Skagit River to create better spawning beds and is planting trees to provide shade and reduce river temperatures. In addition, the tribe is fighting to\u00a0<a href=\"https:\/\/thenarwhal.ca\/why-an-international-coalition-is-going-all-out-to-stop-mining-in-the-skagit-headwaters\/\">block mining operations<\/a>\u00a0in the headwaters of the Skagit in British Columbia, which could impact waters downstream.<\/p>\n<\/div>\n<div class=\"article__block article__block--pullquoteBlock\">\n<blockquote class=\"article__pullquote\">\n<p>\u201cTribes have always been adapting to climate change \u2014 now we have to adapt even faster,\u201d says one Navajo leader.<\/p>\n<\/blockquote>\n<\/div>\n<div class=\"article__block article__block--textBlock\">\n<p>Another project aims to restore a healthy population of native Olympia oysters, long threatened by pollution and crowding out by competitive Pacific oysters and now impacted by ocean acidification. Workers have brought in truckloads of oyster shells and dumped them on beaches to provide new homes for\u00a0<a href=\"https:\/\/nwtreatytribes.org\/swinomish-restores-olympia-oysters-recover-ecosystem\/\">imported natives<\/a>; the imports grow well, says Greiner, but so far have yet to produce a next generation of shellfish. \u201cIt\u2019s a learning process,\u201d she says. A site for the first clam garden should be chosen by next year. And a wetlands project is documenting the local\u00a0<a href=\"https:\/\/nwtreatytribes.org\/reservation-wetlands-ranked-culturally-important-plants\/\">plants<\/a>\u00a0that have ecological and cultural importance to the Swinomish, as part of efforts to better manage the changing coast for\u00a0<a href=\"https:\/\/nwtreatytribes.org\/marsh-restoration-protects-salmon-habitat-and-agricultural-needs\/\">salmon and farmers<\/a>\u00a0alike.<\/p>\n<p>Across North America, other indigenous communities are stepping up to formulate and enact climate action plans to protect their way of life. In 2019, the\u00a0<a href=\"http:\/\/www.karuk.us\/index.php\/departments\/natural-resources\/525-climate-adaptation\">Karuk tribe<\/a>\u00a0of northern California released its climate adaptation plan with a recommendation to return to prescribed burning, an old idea that might\u00a0<a href=\"https:\/\/www.sciencedaily.com\/releases\/2019\/08\/190827095239.htm\">help to ease<\/a>\u00a0California\u2019s wildfire problems. The Tulalip tribes of Washington state are relocating\u00a0<a href=\"https:\/\/nr.tulaliptribes.com\/Programs\/Wildlife\/Beaver\">nuisance beavers<\/a>\u00a0from urban areas back to traditional watersheds to help lower river temperatures and aid salmon populations; they are also redirecting agricultural runoff for\u00a0<a href=\"https:\/\/toolkit.climate.gov\/case-studies\/tulalip-tribes-saving-their-sacred-salmon\">electricity generation<\/a>. The Jamestown S\u2019Klallam tribe in Washington is\u00a0<a href=\"https:\/\/nwtreatytribes.org\/jamestown-sklallam-partners-remove-butterfly-bush-from-dungeness-river\/\">removing invasive butterfly bushes<\/a>\u00a0from the banks of the Dungeness River to help protect its salmon. The Confederated Salish and Kootenai Tribes of Montana are gathering and planting seedlings of the whitebark pine that are more resistant to warming-related diseases such as blister rust. Alaskan tribes are using microscopy to identify\u00a0<a href=\"https:\/\/toolkit.climate.gov\/case-studies\/alaskan-tribes-join-together-assess-harmful-algal-blooms\">harmful algae blooms<\/a>\u00a0spurred by warming waters. The\u00a0<a href=\"https:\/\/toolkit.climate.gov\/#case-studies\">list<\/a>\u00a0goes on.<\/p>\n<p>\u201cIndigenous peoples have always been on the front lines,\u201d says Nikki Cooley, who grew up without electricity or running water on the Navajo Nation reservation and now co-manages the\u00a0<a href=\"http:\/\/www7.nau.edu\/itep\/main\/tcc\/Tribes\/plns_CSKT\">Tribes and Climate Change Program<\/a>\u00a0for the Institute for Tribal Environmental Professionals (ITEP) in Flagstaff, Arizona. \u201cTribes have always been adapting to climate change. CHIP SOMODEVILLA\/GETTY IMAGES<\/p><\/div>\n<\/div>\n<div><\/div>\n<\/div>\n<\/figure>\n<\/div>\n<div class=\"article__block article__block--textBlock\">\n<p>As Krosby puts it, indigenous peoples \u201chave unique connections to the land and are feeling impacts the earliest and most severely.\u201d One study found that coastal indigenous communities eat\u00a0<a href=\"https:\/\/journals.plos.org\/plosone\/article?id=10.1371\/journal.pone.0166681\">15 times as much<\/a>\u00a0seafood as non-indigenous people in the same country \u2014 food that is being heavily impacted by everything from pollution to\u00a0<a href=\"https:\/\/advances.sciencemag.org\/content\/5\/11\/eaaw9976.full?intcmp=trendmd-adv&#038;_ga=2.24132346.1136460496.1578425071-1940936749.1559683542\">warming waters<\/a>\u00a0and ocean acidification. In the far north, buildings are collapsing and indigenous communities relocating as\u00a0<a href=\"https:\/\/www.cbc.ca\/news\/canada\/north\/the-national-permafrost-thaw-inuvik-tuktoyaktuk-1.5179842\">permafrost thaws<\/a>, and traditional practices like\u00a0<a href=\"http:\/\/www.realclimate.org\/index.php\/archives\/2009\/01\/reindeer-herding-indigenous-people-and-climate-change\/\">reindeer herding<\/a>\u00a0are being threatened as winter snow changes to freezing rain, which locks up winter forage like lichens under ice.<\/p>\n<p>\u201cIt\u2019s happening all over the world,\u201d says Brian Cladoosby, chairman of the Swinomish tribal community. \u201cI have seen an elder standing on their cemetery in [the Pacific island nation of] Tuvalu and it was covered with water \u2014 they can\u2019t bury their people there anymore.\u201d<\/p>\n<p>These are communities that have relied on the land for generations, building an intimate knowledge of the natural cycles of plants, animals, and weather. Unlike the traditional Western worldview that humanity can and should seek dominion over the environment, indigenous populations tend to view humanity as part of an\u00a0<a href=\"https:\/\/journals.plos.org\/plosone\/article?id=10.1371\/journal.pone.0127247\">interconnected whole<\/a>. \u201cWe knew if we impacted one part of the web, the whole thing could fall apart,\u201d says Cladoosby.<\/p>\n<p>Adds Cooley, \u201cWe put our non-human relatives first, meaning the trees, the sky, the water. We don\u2019t treat them as objects to be studied in a lab. We revere them.\u201d<\/p>\n<\/div>\n<div class=\"article__block article__block--pullquoteBlock\">\n<blockquote class=\"article__pullquote\">\n<p>Indigenous communities tend to think many generations ahead when planning how to utilize resources.<\/p>\n<\/blockquote>\n<\/div>\n<aside class=\"article__block article__block--footnoteBlock article__block--footnoteBlock--align-right\" role=\"complementary\"><\/aside>\n<div class=\"article__block article__block--textBlock\">\n<p>Indigenous communities also tend to think\u00a0<a href=\"https:\/\/nnigovernance.arizona.edu\/oren-lyons-looking-toward-seventh-generation\">many generations<\/a>\u00a0ahead when planning how to utilize resources \u2014 a lot further than a U.S. presidential cycle allows. \u201cAmerica can\u2019t even think past 4 years,\u201d says Don Sampson, Umatilla Tribe member and head of the\u00a0<a href=\"http:\/\/atnitribes.org\/climatechange\/\">climate change project<\/a>\u00a0for the Affiliated Tribes of Northwest Indians (ATNI), a 57-tribe consortium. \u201cIt\u2019s a short-sighted country.\u201d<\/p>\n<p>The UN Intergovernmental Panel on Climate Change\u2019s recent reports have acknowledged with \u201chigh confidence\u201d that adaptation efforts benefit from the inclusion of local and indigenous knowledge. \u201cOne of the things that comes across really clearly is the fact that indigenous peoples are by far the most effective stewards of biodiversity,\u201d says Krosby. \u201cThey do the best job.\u201d\u00a0<a href=\"https:\/\/www.wri.org\/blog\/2017\/12\/5-maps-show-how-important-indigenous-peoples-and-local-communities-are-environment\">One study<\/a>\u00a0showed, for example, that\u00a0<a href=\"https:\/\/www.wri.org\/publication\/climate-benefits-tenure-costs\">deforestation rates<\/a>\u00a0across the Amazon were two to three times lower in indigenous-held lands. According to the UN Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services, indigenous peoples hold or manage a disproportionate amount of formally protected areas and areas with low human impact: these groups occupy 28 percent of the planet\u2019s land, but\u00a0<a href=\"https:\/\/ipbes.net\/news\/Media-Release-Global-Assessment\">more than 40 percent of protected areas.<\/a>\u00a0In Canada, the government funded an\u00a0<a href=\"https:\/\/www.canada.ca\/en\/environment-climate-change\/services\/environmental-funding\/indigenous-guardians-pilot-program.html\">Indigenous Guardians program<\/a>\u00a0in 2017, recognizing that First Nations communities are well placed to serve as stewards of the land.<\/p>\n<\/div>\n<div class=\"article__block article__block--imageBlock article__block--align-center article__block--has-caption-or-credit\">\n<figure class=\"article__figure\">\n<div class=\"article__images\">\n<div class=\"article__image-wrap\">\n<div style=\"width: 1010px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/e360.yale.edu\/assets\/site\/_1000xAUTO_stretch_center-center\/PileBurningNightBurn_PhotoCredit_StormyStaats_web.jpg\" alt=\"\" width=\"1000\" height=\"667\" \/><p class=\"wp-caption-text\">Yurok tribal member Jess McLaughlin manages a prescribed burn near Somes Bar, California last year. STORMY STAATS, KLAMATH-SALMON MEDIA COLLABORATIVE<\/p><\/div>\n<\/div>\n<\/div><figcaption class=\"article__figcaption\">\n<p class=\"article__figcaption-p\">\n<\/figcaption><\/figure>\n<\/div>\n<div class=\"article__block article__block--textBlock\">\n<p>Cooley estimates that ITEP has worked with representatives of some 300 of the 574 tribes in the United States and that there are now more than 50 tribal climate action plans in effect. \u201cIn the past five years, tribal climate action plans have exploded,\u201d she says. Sampson\u2019s goal is to ramp that up to 100 percent within five years: \u201cWe have to accelerate the ability and capacity of the tribes; we want all tribes to identify the impacts and have a plan for that.\u201d<\/p>\n<p>Sampson also notes that many tribes are making huge strides on energy independence, weaning themselves off fossil fuels to protect both the environment and their economic future: the Navajo nation, for example, long reliant on coal, has made big investments in\u00a0<a href=\"https:\/\/www.npr.org\/2019\/04\/07\/710437106\/on-the-navajo-reservation-turning-from-coal-to-renewables\">solar power<\/a>.<\/p>\n<hr \/>\n<p>The Swinomish tribe makes its home in western Washington, on an island carved out by the narrow Swinomish Channel. The land is low and at risk from sea level rise: A five-foot increase this century \u2014 at the high-end of sea level rise estimates \u2014 could swamp more than 1,100 acres of the 10,000 acre reservation, including all its agricultural lands. Part of the Swinomish territory is particularly sacred as a fishing and shellfish gathering spot, says Cladoosby. \u201cOne year, just a normal tide, not a storm surge, covered up that area,\u201d he recalls. \u201cThat had never happened before. It was eye opening for us.\u201d<\/p>\n<p>About half of the reservation\u2019s acreage is forested, and so is at risk from wildfire, especially in a hotter, drier climate. The tribe has just over 1,000 members, many of them relying on \u201cfirst foods\u201d \u2014 from shellfish to deer \u2014 for their welfare. The surrounding Salish Sea has seen salmon populations\u00a0<a href=\"https:\/\/marinesurvivalproject.com\/the-project\/why\/\">crash mysteriously<\/a>\u00a0over the past 30 years; the impacts of\u00a0<a href=\"https:\/\/www.epa.gov\/salish-sea\/chinook-salmon\">climate change<\/a>\u00a0\u2014 including reduced stream flows and warmer stream temperatures \u2014 have been cited as one culprit.\u00a0<a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S0048969720301200\">Dungeness crab<\/a>\u00a0and\u00a0<a href=\"https:\/\/e360.yale.edu\/features\/northwest_oyster_die-offs_show_ocean_acidification_has_arrived\">shellfish<\/a>\u00a0larvae are in some places literally dissolving from ocean acidification.<\/p>\n<\/div>\n<div class=\"article__block article__block--pullquoteBlock\">\n<blockquote class=\"article__pullquote\">\n<p>For many indigenous groups, environmental health and human health are deeply intertwined.<\/p>\n<\/blockquote>\n<\/div>\n<div class=\"article__block article__block--textBlock\">\n<p>In the Skagit River Basin, a shift from snowfall to rain in the surrounding mountains is projected to boost winter river flow but\u00a0<a href=\"http:\/\/www.skagitclimatescience.org\/skagit-impacts\/hydrology\/\">reduce summer flow<\/a>, drying up tributaries and making waters warmer just as salmon spawn in late summer and fall. \u201cWhen there\u2019s no water for the salmon to return to, that\u2019s a serious problem,\u201d says Cladoosby.<\/p>\n<p>\u201cThere\u2019ve been times I\u2019ve been really negative looking forward,\u201d says Joseph Williams, a Swinomish tribal senator with five children. \u201cThings are looking pretty bleak, especially for our salmon.\u201d But these projects, he says, are proving inspirational to the next generation, helping to bring people together. \u201cAs long as we keep our kids excited about taking care of our environment, things remain optimistic,\u201d he says.<\/p>\n<hr \/>\n<p>For the Swinomish, as for many indigenous groups, it makes little sense to talk about environmental health and human health separately; they are deeply intertwined, with community cohesion and traditional food security being equally vital. Resilience to sea level rise doesn\u2019t just mean managing wetlands, but also combating feelings of despair. Work led by the Swinomish tribe\u2019s environmental health analyst Jamie Donatuto and tribal historic preservation officer Larry Campbell has created a set of\u00a0<a href=\"http:\/\/www.swinomish-nsn.gov\/ihi\/\">health indicators<\/a>\u00a0based on these cultural values. They hope this approach will help researchers across the world think beyond simple morbidity and mortality as the only important measures of welfare.<\/p>\n<p>Such work is often done in collaboration with non-indigenous scientists and governments. The University of Washington\u2019s Climate Impacts Group last year released a\u00a0<a href=\"https:\/\/cig.uw.edu\/resources\/tribal-vulnerability-assessment-resources\/tribal-climate-tool\/\">Tribal Climate Tool<\/a>, developed in close partnership with relevant tribes, that highlights specific climate impacts expected in local regions \u2014 from the number of hot summer days to inches of rainfall expected in coming decades \u2014 so tribes can see what they are facing and make decisions about how to adapt.<\/p>\n<\/div>\n<div class=\"article__block article__block--imageBlock article__block--align-full article__block--has-caption-or-credit\">\n<figure class=\"article__figure\">\n<div class=\"article__images\">\n<div class=\"article__image-wrap\">\n<div style=\"width: 1270px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/e360.yale.edu\/assets\/site\/_1260xAUTO_stretch_center-center\/IMG_1903_Swinomish_clams_web.jpg\" alt=\"\" width=\"1260\" height=\"709\" \/><p class=\"wp-caption-text\">Swinomish fisheries managers and scientists collect data on how ocean acidification is impacting oyster and clam development. PHOTO COURTESY OF SWINOMISH INDIAN TRIBAL COMMUNITY<\/p><\/div>\n<\/div>\n<\/div><figcaption class=\"article__figcaption\">\n<p class=\"article__figcaption-p\">\n<\/figcaption><\/figure>\n<\/div>\n<div class=\"article__block article__block--textBlock\">\n<p>A number of such organizations are pushing this work forward in collaboration with local tribes, including the U.S. Geological Survey\u2019s regional\u00a0<a href=\"https:\/\/www.usgs.gov\/land-resources\/climate-adaptation-science-centers\">Climate Adaptation Science Centers<\/a>; Krosby is deputy director for the northwest division. And there\u2019s the Pacific Northwest\u00a0<a href=\"https:\/\/tribalclimate.uoregon.edu\/\">Tribal Climate Change Network<\/a>, based at the University of Oregon, which partners with Sampson\u2019s division at the ATNI. In October, ATNI\u2019s\u00a0<a href=\"http:\/\/atnitribes.org\/climatechange\/ts\/\">climate summit<\/a>\u00a0in Seattle is expected to attract tribal leaders from across North America, as they work on a national tribal climate crisis agenda for 2020 and beyond. \u201cIt\u2019s a revolution that\u2019s happening,\u201d says Sampson. \u201cWatch the tribes: they are going to lead us.\u201d<\/p>\n<p>For Cladoosby, part of that revolution involves re-awakening traditional connections to the land, which have eroded in recent centuries. \u201cPart of the assimilation policy was taking stewardship of the environment out of our hands,\u201d he says, leaving many communities locked in a cycle of trauma and cultural loss, along with drug and alcohol abuse. \u201cPart of breaking that cycle is getting back that respect for the environment.\u201d<\/p>\n<\/div>\n<aside class=\"article__block article__block--footnoteBlock article__block--footnoteBlock--align-right\" role=\"complementary\">\u201cRight now, we are taking baby steps,\u201d says Cladoosby. The Swinomish are still collecting data, securing treaty rights, educating their own people and others, he says. Alongside efforts to adapt and ensure resilience in the face of local change, political <a href=\"https:\/\/www.indigenousclimateaction.com\/blog-1\">activism<\/a>\u00a0is also a big part of the picture as it can prevent some development and ensure that tribes maintain control over their lands. He acknowledges it will take time to establish long-term sustainable solutions. \u201cWe live in a pollution-based economy; it is based on making money and polluting the landscape,\u201d Cladoosby says. \u201cTrying to change that mindset is like trying to turn a tanker.
