He spoke to state lawmakers in the midst of uncomfortable, emotional discussions about who gets access to water in the arid West and who doesn\u2019t.<\/p>\n<p>\u201cIt\u2019s time to ratify the Drought Contingency Plan,\u201d Ducey said to applause.<\/p>\n<p>The multistate deal was the first issue Ducey brought up in his address, and he indicated it should be the Legislature\u2019s first priority. The deal was designed to keep the Colorado River\u2019s largest reservoir \u2013 Lake Mead south of Las Vegas \u2013 from dropping rapidly and putting the region\u2019s 40 million residents in a precarious position.<\/p>\n<p>Within weeks, Arizona finished its portion of the plan.<\/p>\n<p>Ducey\u2019s address lauded the leadership of former Gov. Bruce Babbitt and former Sen. Jon Kyl, but he didn\u2019t mention the crucial role of tribal leaders in the state.
